Global energy demand has grown steadily since the industrial revolution. During the two decades from 1991 to 2012, total primary energy demand (TPED) grew from 91,200 to 155,400 TWhth, or by 70%, and projections expect this number to increase by a further 40% by 2040. Although greenhouse gas emissions in the energy sector have to be reduced to zero by mid-century or earlier to avoid an ecologic disaster, less than 15% of this energy demand is supplied by renewable resources nowadays. The International Energy Agency (IEA) has a significant impact on both political and economic decisions of governments and stakeholders regarding energy. The World Energy Outlook (WEO) report published annually by the IEA projects for the decades to come how TPED and electricity generation, amongst others, will evolve for all major technologies. Since the WEO is often used as a basis for policy making on renewable and conventional energy, a comprehensive analysis of past WEO projections is crucial. Such analysis will ensure well-grounded and realistic energy policy making and can contribute to efforts to fight climate change and to achieve energy security.

Many say that climate change is one of the biggest threats facing our society and the EU has been leading the action to reduce emissions for many years now. As we all know, renewable energy can greatly contribute to that and to reducing our external energy dependency. That's why, the EU becoming the world number one in renewables is one of President Juncker's top priorities, and it is one of my top priorities to take forward in the context of the Energy Union. But good intentions count for nothing if we don’t get the policies right. That’s why renewables take centre stage in the Energy Union action plan and why they are an integral part of the Juncker Plan, designed to unlock the investment the renewable energy sector really needs.

In Ukraine, the dominant topic is the Russian military invasion in the East. Even though the fear is growing, Kiev is peaceful and there was only a small demonstration taking place on Maidan Square on the evening of the Russian aggression. In general, a friendly summer and holiday atmosphere prevailed on Maidan Square and the adjacent streets. However, the economic depression and its consequences were obvious: there was a yawning void in my four-star hotel, directly located at Maidan Square.

According to a joint statement from the coalition, “communicating and proving the urgency and feasibility of 100% renewable energy is key to breaking the climate deadlock.” Members of the coalition including World Wind Energy Association, World Bioenergy Association and the Fraunhofer ISE Institute criticized “the ongoing stagnancy of the climate negotiations and their struggle to agree upon and implement measures that effectively combat the climate crisis.” The organizations applauded the fact that „local, regional and national governments across the world are leading way.”

This paper explores the large scale transmission of solar electricity to Southeast Asia from Australia. Despite the expense and losses incurred in long distance transmission of Australian solar electricity, it appears to be competitive with locally produced solar electricity because of high insolation levels in Australia. Supplemen- tation of locally produced electricity (both from renewable and conventional sources) with power from Australia, to- gether with substantial integrated energy storage, would allow a high solar electricity fraction to be achieved in Southeast Asia.

Subsequently Mr. Fell was introduced to Vice President Binay and asked to address his keynote speech titled „Vision on energy security, Feed-in-Tariff (FIT) and the economics of solar energy, evolution of the Renewable Energy in Germany” to the audience. As the Philippines is at a crucial stage of decision making on Feed-In-Tariffs, Mr. Fell ́s insights on the development of solar markets were well received. Participants from politics, government agencies and business were supportive of the lobbying efforts of the Philippine solar industry.

The financial crisis of 2008 had a devastating impact on the global economy, an im- pact from which many nations have yet to recover. It is noticeable that two nations in particular – Germany and China – were able to overcome the financial crisis relatively quickly. Both countries place strong emphasis on the development of renewable en- ergy sources. There are two reasons for this: on the one hand, investments in re- newables have significant employment effects; on the other, the use of energy from renewable sources reduces the high and ever more sharply rising cost of purchasing fossil and nuclear fuels.

The ongoing nuclear power plant crisis that began in Japan on 11 March 2011 has made it necessary for Germany to review the safety of its own reactors. This applies as much to Fukushima scenarios (I) and similar damage scenarios (II) as it does to a general reassessment of risks (III). The checks must go beyond simply reproducing old results (IV). The safety checks and measures called for here must exploit state-of-the-art science and technology and be implemented at all plants in the near term and as prerequisites for using additional electricity produced as a result of the statutory extension of reactor lifetimes.

Climate change, pollution, and energy insecurity are among the greatest problems of our time. Addressing them requires major changes in our energy infrastructure. Here, we analyze the feasibility of providing worldwide energy for all purposes (electric power, transportation, heating/cooling, etc.) from wind, water, and sunlight (WWS). In Part I, we discuss WWS energy system characteristics, current and future energy demand, availability of WWS resources, numbers of WWS devices, and area and material requirements. In Part II, we address variability, economics, and policy of WWS energy. We estimate that 3,800,000 5 MW wind turbines, 49,000 300 MW concentrated solar plants, 40,000 300 MW solar PV power plants, 1.7 billion 3 kW rooftop PV systems, 5350 100 MW geothermal power plants, 270 new 1300 MW hydroelectric power plants, 720,000 0.75 MW wave devices, and 490,000 1 MW tidal turbines can power a 2030 WWS world that uses electricity and electrolytic hydrogen for all purposes. Such a WWS infrastructure reduces world power demand by 30% and requires only 0.41% and 0.59% more of the world’s land for footprint and spacing, respectively. We suggest producing all new energy with WWS by 2030 and replacing the pre-existing energy by 2050. Barriers to the plan are primarily social and political, not technological or economic. The energy cost in a WWS world should be similar to that today.

This is Part II of two papers evaluating the feasibility of providing all energy for all purposes (electric power, transportation, and heating/cooling), everywhere in the world, from wind, water, and the sun (WWS). In Part I, we described the prominent renewable energy plans that have been proposed and discussed the characteristics of WWS energy systems, the global demand for and availability of WWS energy, quantities and areas required for WWS infrastructure, and supplies of critical materials. Here, we discuss methods of addressing the variability of WWS energy to ensure that power supply reliably matches demand (including interconnecting geographically dispersed resources, using hydroelectricity, using demand-response management, storing electric power on site, over-sizing peak generation capacity and producing hydrogen with the excess, storing electric power in vehicle batteries, and forecasting weather to project energy supplies), the economics of WWS generation and transmission, the economics of WWS use in transportation, and policy measures needed to enhance the viability of a WWS system. We find that the cost of energy in a 100% WWS will be similar to the cost today. We conclude that barriers to a 100% conversion to WWS power worldwide are primarily social and political, not technological or even economic.

With this in mind, scientists, policy analysts, entrepreneurs, and others have proposed large-scale projects to transform the global energy system from one that relies primarily on fossil fuels to one that uses clean, abundant, widespread renewable energy resources. Here, we analyze the feasibility associated with providing all our energy for all purposes from wind, water, and the sun (WWS), which are the most promising renewable resources. We first describe the more prominent renewable energy plans that have been proposed, and then discuss the characteristics of WWS energy systems, the availability of WWS resources, supplies of critical materials, methods of addressing the variability of WWS energy to ensure that power supply reliably matches demand, the economics of WWS generation and transmission, the economics of the use of WWS power in transportation, and policy issues. We conclude that barriers to a 100% conversion to WWS power are primarily social and political, not technological or even economic. We suggest a goal to produce all new energy with WWS by 2030 and replace all pre-existing energy by 2050. The cost of energy due to a conversion is expected to be similar to that today.

Practically all the world’s governments are attempting to support their economies with stimulus packages in order to avert high levels of unemployment and the social disruption that would accompany them. Almost everywhere, these stimulus packages are being fi- nanced from tax revenues. In the majority of cases, the financial resources required are greater than the receipts flowing into the public coffers, with the result that public borrowing is rising rapidly. This dangerous development will impose a heavy burden on future generations because they will have to pay back the debts that are being run up today.

In 1971 I had just gotten my high-school diploma. Shortly after we had the first oil- price crisis and the Club of Rome published the Limits to Growth. As a young student I felt closely linked to the rebellious, relieving, and questioning ideas of the German student revolt of 1968 and I wondered how the problems of tighter resources and destruction of nature could be overcome. I realised quickly that one of the main dangers to our world was the use of the fossil and atomic resources. Suppression, exploitation, spoiling the natural environment, and conflicts about oil were already on the agenda in those days. I realised more and more during my studies of physics the problems associated with the use of the atomic energy; I could not simply believe in the many ‘atomic’ claims expressed by my professors and put them into doubt. This was complemented in the early 80s by the awareness of the drama of global change.

Les accidents survenus dans les centrales nucléaires japonaises depuis le 11 mars 2011 sont pour l’Allemagne l’occasion de procéder à une nouvelle évaluation de la situation en matière de sécurité dans ses propres installations. Cela vaut tant pour les scénarios de type Fukushima (I.) que pour les scénarios de sinistre similaires (II.) et la réévaluation générale des risques (III). Les inspections qui seront réalisées ne devront pas simplement reproduire les résultats des études précédentes (IV). Les inspections et mesures exigées dans le présent document devront être réalisées à brève échéance dans toutes les centrales et être conformes à l’état (actuel) des sciences et des techniques. Elles constitueront la condition préalable à l’utilisation des quantités d’électricité supplémentaires produites en vertu de la loi portant allongement de la durée de vie des centrales. La liste ci-dessous repose sur des considérations initiales conformes à l’état actuel des connaissances. Elle sera, s’il y a lieu, complétée, notamment en fonction des enseignements tirés de l’évolution de la situation dans les centrales nucléaires japonaises et des résultats intermédiaires de l’audit.

Παρά την ψήφιση του μεσοπρόθεσμου προγράμματος από την Ελληνική Βουλή και την απόφαση των υπουργών οικονομικών των χωρών της ζώνης του ευρώ το Σαββατοκύριακο, η πορεία της Ελλάδας παραμένει αβέβαιη. Χωρίς την συνεπή συμπερίληψη των ιδιωτών πιστωτών, το υψηλό δημόσιο χρέος της χώρας είναι σχεδόν μη αντιμετωπίσιμο. Εκτός αυτού, μόνον με νέα ώθηση της οικονομικής δραστηριότητας, η Ελλάδα έχει πιθανότητες εξυγίανσης των δημοσιονομιών της, πράγμα που η χώρα δεν μπορεί να πετύχει μόνη της. Αυτός είναι και ο λόγος για τον οποίο, κατά την άποψή μας, είναι απαραίτητη η εκπόνηση ενός ευρωπαϊκού προγράμματος επενδύσεων, που θα στηρίζει την βιώσιμη αναδιάρθρωση της ελληνικής οικονομίας.

A raíz de los accidentes en centrales nucleares japonesas ocurridos desde el 11 de marzo pasado debe evaluarse de nuevo la seguridad de las plantas nucleares también en Alemania. Este planteamiento es válido para los escenarios de Fukushima (I), los escenarios parecidos (II), así como para una nueva evaluación general de riesgos (III). La revisión de la seguridad tiene que abarcar mucho más que el simple cumplimiento de los resultados de anteriores revisiones (IV). Las revisiones y las medidas exigidas tienen que aplicarse en breve a todas las centrales y servir de condición previa para el uso de las cantidades de energía eléctrica adicionales producidas a raíz de la prórroga legal del plazo de funcionamiento de las centrales nucleares según los parámetros (actuales) científicos y técnicos.
